Please read the following terms and conditions relating to the Blue Visa Platinum Prepaid card issued through Ishtar Gate for E- Payment Systems and Services (Private Shareholding), hereinafter referred to as Ishtar Gate Company (Blue), and having its registered office at Jamia’a St., Area 923, Zuqaq 5 , Building 4, Babil Dist. Jadriya, Baghdad, Iraq, licensed by the Central Bank of Iraq under License No. (14) for the year 2020 based on the Central Bank of Iraq Law No. (56) of 2004.
1. Blue Platinum Card Information
1.1 The number of cards allowed by the customer (cardholder) to be issued is determined as instructed by the Central Bank of Iraq.
1.2 The main currency of the Blue Visa Platinum Prepaid card is the US dollar, and this card can be multi-currency after this option is made available by Ishtar Gate Company (Blue).
1.3 Blue Visa Platinum card provides purchase and billing services on POS and cash out devices, including ATM cash withdrawal, transfer from card to card and recharge.
2. Customer information
2.1 The customer must provide the Portal of Ishtar Gate Company (Blue) with his personal information, documents and any other information required to complete the registration and subscription process, including the “Know Your Customer” form. This information must be accurate and correct.
2.2 The customer approves to allow Ishtar Gate Company (Blue) to provide its information to its affiliates and subsidiaries and to official government agencies when it claims information concerning the customer.
3. Loss, theft, damage, or misuse
If your Blue Visa Platinum card is lost, stolen, or misused by third parties, please immediately contact Ishtar Gate Company’s (Blue) customer service on 6899 (24-hour service). Also, you can stop the card immediately via the Blue Cardholder mobile app.
4. Blue Visa Platinum Card Uses
You can use Blue Visa Platinum card to carry out a wide range of different operations inside and outside Iraq, including shopping from all sites that accept the Visa brand, paying customer bills, electronic money transfer, paying monthly subscriptions, making flight reservations and other services, as this card provides maximum security by providing it with the customer’s pin number and reducing the risk associated with card fraud.
5. Fees, Commissions and Service Parameters
5.1 For fees, commissions, service parameters, you can access Blue Cardholder Mobile app.
5.2 Ishtar Gate Company (Blue) has the right to modify the fees specified above from time to time, publish modifications and update them on its website, mobile app, and at the dealer centers and its customer service.
6. Responsibility of Transactions
The customer is fully responsible for all transactions made on the card, including currency transfer amounts or additional amounts charged by the merchant, and transactions resulting from the misuse of the card or not reporting it in the event of loss or theft.
7. Confidentiality of information
Taking into account the provisions of paragraph 2.2 above, Ishtar Gate Company (Blue) is obliged to maintain the confidentiality of customer information and the processes on which it is carried out, and Ishtar Gate Company (Blue) is entitled to disclose any of the information or card operations to a third party within the limits of what it deems appropriate in accordance with the controls and instructions of Iraqi law and in accordance with the instructions of the Central Bank of Iraq or Visa International in cases required by reporting or otherwise.
8. General provisions
8.1 All the provisions and paragraphs contained in this contract must be separate and independent of each other, and if any of the terms and conditions are considered invalid, illegal, or unworkable, this nullity or illegality affects the other paragraphs of the contract.
9. Conflict resolution
When the customer objects to any of the transactions made on his\her Blue Visa Platinum card, please contact the Customer Service Center directly or review any of the agents of Ishtar Gate Company (Blue) within the period specified under the regulations in force from the date of the transaction. Ishtar Gate Company (Blue) is responsible for handling the disputed transactions in compliance with the laws and instructions of the Central Bank of Iraq and Visa International, and the Iraqi courts have jurisdiction to consider and adjudicate any dispute concerning this contract.
